Why does my basement back up during heavy rain even though it's not near a creek or river?

During a heavy downpour, that pipe can surcharge, and instead of overflowing outside, the backup often flows into the lowest drain in your house. A backwater valve is the most direct way to stop that from reaching your basement, and it’s worth discussing with a plumber if you’ve had this happen more than once.
My house is a century home in an older Toronto neighbourhood. Should I be worried about the original pipes?
It’s worth a look. Homes in areas like Riverdale, The Annex, Cabbagetown, and Leslieville often still have their original clay or cast iron drain lines, which can crack, shift, or collapse after decades underground. I heard the City is replacing lead water pipes for free. Do I qualify?
Possibly. The City of Toronto’s Priority Lead Water Service Replacement Program applies to homes built before the mid-1950s, when lead was commonly used for water service pipes. If your pipe is confirmed lead, the City will replace its portion (from the watermain to your property line) once you commit to replacing your own portion (from the property line into your home), which remains the homeowner’s cost. We can confirm whether your pipe is lead and coordinate the private-side replacement.

Yes. Shared stacks and older rental buildings come with their own complications, from tracking down which unit a leak originated from to coordinating access with building management. It breaks down by item: up to $500 toward a home plumbing assessment, up to $1,600 per backwater valve (maximum of two), up to $2,250 for a sump pump plus up to $300 for a battery backup, and up to $400 to sever and cap a weeping tile connection, all covering 80% of the invoiced cost, up to a combined $6,650 per property for work completed on or after November 12, 2025.
